En el segundo intento, el estado-nación comprendía los territorios actuales, se intentó un modelo de monarquía constitucional con políticas liberales que procuraron el desarrollo económico de vastas zonas del territorio junto con el reconocimiento de los pueblos amerindios. Una vez más, el concepto de mexicanidad habría estado menos asentado en la raza y, a diferencia de lo visto en el Porfiriato, más en conceptos positivistas y eurocéntricos, posiblemente de influencia francesa.
